Many countries have established quarantine regulations to protect their woods and forests against the introduction of wood pests. To avoid a proliferation of different import regulations the International Plant Protection Convention (IPPC), a subordinate body of the UN Food and Agriculture Organisation (FAO), has issued ISPM 15 (International Standards for Phytosanitary Measures) "Guidelines for Regulating Wood Packaging Material in International Trade" to cover the international shipping of solid wood packaging.
